Qualification Application: 2 years experience (3 elevator shaft borings/yr)

Examination

-pass written exam (available at any District office).

Licensing (original) and renewals:

-provide $10,000 corporate surety bond,

-register drilling machines,

-provide worker's comp. insurance info.,

-provide tax ID info (original license only),

-three years of experience (varies depending if it's drilling experience or professional design/supervision/construction experience; 

-if PE,PG,PH - 50 total environmental wells, 500 hours/yr; 

-if driller, 20 environmental wells/year, 1,000 hours/yr.

-pass oral examination before Advisory Council (offered quarterly in St. Paul)

-provide $25,000 corporate surety bond,

Journeyworker High Pressure Pipefitter (HPP)

An individual must have four years of experience in the practical installation or fabrication of high pressure piping systems, apply for and be approved to take the journeyworker pipefitter exam, and receive a minimum score of 70 on the exam.

Included in the master / journeyworker pipefitter exams:  Both examinations are drawn from the Minnesota's high pressure piping and code for power piping systems: Minn.Stat. Chapter 326B.90.90-925 and Minn. Rules 5230. This information is also available for purchase from Minnesota's Bookstore.

Certified Pipelayer

An individual who has completed pipe-laying training in a program approved by the commissioner of the Department of Labor and Industry, and has a certificate to show record of the training. This certificate, or "pipelayer's card," may be carried by an individual in lieu of a plumber license to work on water service pipes, building drain/sanitary sewer pipes and storm sewer pipes within the property lines of a facility or residence, but not inside of buildings. This does not qualify a person to work on interior plumbing (which requires a plumber license). This credential authorizes the individual to work statewide on these exterior plumbing systems.

Plumbing bond registration (pipe layer): a person who contracts to perform or offer to perform building sewer and water service installation work in all areas of the state; and does not perform any other plumbing work that requires a plumbing license under Minn. Stat. 326B.46 and must file an original plumbing contractor code compliance bond and SSTS business license surety bond. Person is defined as an individual proprietor, partnership, corporation, limited liability company, limited liability partnership, limited partnership, or any other legal entity.

Backflow Prevention Certification

Individuals performing or offering to perform the installation, maintenance, testing, repair, replacement or rebuilding of backflow prevention assemblies must be certified by our agency as either a backflow prevention rebuilder (BF) or backflow prevention tester (BT). Anyone applying for a new or renewing a certification must provide proof of current ASSE certification. Master Plumber License

An individual who is skilled in the planning, superintending and the practical installation of plumbing, who is otherwise lawfully qualified to contract for plumbing and installations and to conduct the business of plumbing and who is familiar with the laws and rules governing the same. This license authorizes the individual to perform plumbing statewide, for both interior plumbing and exterior water service, sanitary sewer and storm sewer systems within the property lines. 

Restricted master plumber: an individual who is lawfully qualified to contract for plumbing and installations and to conduct the business of plumbing in cities and towns with a population of fewer than 5,000 according to the most recent federal census, and who has at least four years of practical plumbing experience in the plumbing trade or two years experience as a plumbing contractor. This license authorizes the individual to work on both interior plumbing and exterior water service, sanitary sewer and storm sewer systems within the property lines in those areas.

Unlicensed High Pressure Pipefitter (HPP) Registration

A registered unlicensed individual is limited to performing high pressure piping (HPP) work:

- within the scope of the employer's authority to perform the high-pressure piping work; and

- under the supervision of an individual licensed to perform the high-pressure piping work; and

- when the licensed and registered unlicensed individuals are employed by the same contractor or employer.

Requirements and qualifications:

-At least 18 years old

-Must be registered as an unlicensed individual if performing high pressure piping work required to be performed by a licensed individual.

-Prohibited from performing high-pressure piping work without direct supervision.

Plumbing Contractor

Plumbing contractor: a person who may contract to perform or offer to perform plumbing work in all areas of the state provided the contractor has at all times a licensed master plumber as a responsible individual and maintains compliance with the required bond, general liability insurance and workers' compensation insurance requirements (Minn. Stat § 326B.46). Person is defined as an individual proprietor, partnership, corporation, limited liability company, limited liability partnership, limited partnership or any other legal entity.

Underground Storage Tank (UST) Contractor/Supervisor Certificate

All persons performing installation, repair or removal of regulated USTs must be a certified underground storage tank supervisor, that is also a certified contractor or in the employ of a certified contractor (Minn. Rules 7105.0030)

To obtain certification from the commissioner, an applicant shall:

A) be, or have in its employ, a certified supervisor who will exercise responsible supervisory control over a given storage tank project and who will be physically present on site at the critical junctures in the tank project;

B) submit and maintain for the duration of the certification period documentation showing that it has comprehensive general liability insurance, surety bonds, or liquid company assets that, in combination, represent a value of not less than five times the value of the largest storage tank project contract performed by the contractor during the previous two years.

To obtain certification an applicant shall:

A) in the four-year period immediately before making an initial or renewal application, have successfully completed a training course approved by the MPCA

B) have at least two years of tank service experience and have actively participated in the field on a minimum of five underground storage tank projects during the four-year period immediately before making an initial or renewal application, with at least four of these projects being in the discipline for which the individual wishes to be certified. Experience for the purposes of obtaining initial certification must be in the employ of a certified contractor and under the immediate and personal supervision of a certified supervisor.

Unlicensed Individual -Plumbing Registration

Registered unlicensed plumbers: An individual who is not licensed as a plumber may only perform plumbing work in Minnesota if they are registered with us as a registered unlicensed plumber (formerly known as an apprentice). There is no work experience required to register as a registered unlicensed plumber and the initial filing fee is $14. Once registered, a registered unlicensed plumber may only perform plumbing work under the direct supervision of a license master plumber or journeyworker plumber.  For work in communities with a population under 5,000, unlicensed work can be supervised by a license restricted master plumber or restricted journeyworker plumber. Unlicensed plumbers must also be a W-2 employee of a licensed plumbing contractor, licensed restricted plumbing contractor, or a registered plumbing employer (for work performed on the employer's premises only).
